Terms of Reference ToR

 

Introduction:

Gaza University (GU) has received a grant from the Quality Improvement Fund (QIF) - Education to Work Transition Project - Ministry of Education and Higher Education and funded by the World Bank for the project entitled: Enhancing the Quality of Multimedia Program to Get Engaged in Game Industry (EMPEG); The project aims to develop the multimedia program at Gaza University towards game development to enhance graduates employability and open a new market for them locally and internationally. Accordingly, Gaza University seeks to recruit a highly-qualified curriculum development consultant.

 

 
Assignment Objective:

 

GU is considering the selection of a professional and qualified consultant to be part of the consultation team, who will be responsible for  reviewing and evaluating the current curriculum of the Multimedia Programs, including course description and teaching methods, and designing the course outlines that need to be developed taking into consideration the knowledge acquired by the project team and external material provided in the last study tour and training program for capacity building conducted by the project. The consultant will also provide a new program curriculum map that is based-on the need of the local and regional market and the private sector in area of game development, and aims at upgrading the skills of the students and qualifying them to meet the needs of the market, thus, increasing the graduates’ chances of employment.

 

Main Tasks and Responsibilities:

  • Curriculum Development Consultant will be responsible for the following tasks:
  • Design and implement proper methodology to conduct this assignment.
  • Review the multimedia program curriculum and confirm the courses to be upgraded.
  • Review the game development material and the games reference document provided by the project.
  • Review the training program evaluation report that GU staff received.
  • Suggest areas of interventions and needed actions to improve the course content, procedure, tasks, assessment schemes, project selection criteria, and course outcomes,
  • Develop and design at least new six courses with detailed outlines and full description of each course after consulting with the steering committee and based on the team recommendations.
  • Define new trends and assessments techniques to be integrated into the courses,

 

Qualifications & Skills:

  • Qualified consultant should hold the following:
  • At least a master degree (PHD preferable) in Information Technology, Multimedia, Games, Computer Engineering or any related discipline from a recognized university
  • Proven experience in conducting similar assignments
  • Proven experience working with Higher Education Quality Assurance standards and units
  • 3 years minimum work experience in higher education institution.
  • Fluency in English,
  • Excellent report writing skills. 

 

 Deliverables:

  • Detailed plan for developing and delivery of educational materials.
  • Detailed report about the current courses and justification to upgrade selected courses, taking into consideration training materials and team recommendations,
  • Update and redesign at least 6 courses with detailed outlines and description using ABET syllabus template for each course  after consulting with steering committee,
  • First and final drafts of developed and revised curriculum for courses including syllabuses, mapping, outlines, objectives, full course description and teaching methodologies and resources of 6 courses based on the training conducted and consulting with the steering committee,
  • Final Report documenting the whole conducted activities to develop the curricula.

 

Time Frame: The expected level of effort for the Curriculum Development Consultants is estimated as 20 working days within the period from 13th October to 30th Nov 2019.

 

Start Date:  13/10/2019

 

Contract Type: Lump Sum Contract.
